Biographical Note
William Tugman was born on October 26, 1921. Tugman graduated from the University of Washington law school before moving to Walla Walla in 1951. Over the course of his career he acted as a local attorney and private counsel, and served on the Superior Court of Washington state. He died on June 12, 1989.
